State’s Attorney Kimberly Foxx Releases 2021 Report
The report includes the office’s approval and conviction rates, legislative successes, revenue generated for Cook County, and more

CHICAGO – Keeping with her commitment to transparency and public education about the Cook County State’s Attorney’s Office (CCSAO), today, State’s Attorney Foxx announced the release of a 2021 Year in Review report reflecting the hard work of the prosecutors and staff to resolve cases, engage with the community, implement reforms that promote public safety, and more.

“The global pandemic and unrelenting gun violence that we've experienced over the past two years have devastated people across the country. I’m proud of the hard-working public servants of the CCSAO that rose to the occasion and worked tirelessly every day of 2021 – and the years prior – to meet the needs of victims and communities,” said State’s Attorney Foxx. “The data and information reflected in this report show my office is doing our part and we are committed to doing more as we carry out our mission to do justice in the pursuit of thriving, healthy, and safe communities for the people of Cook County.”

The CCSAO 2021 Year in Review report includes:

  • Doing our part to keep Cook County safe: Approved 86% of fully reviewed adult felony charges and worked closely with law enforcement partners to bring justice to the residents of Cook County.
  • Continuing to be efficient and effective: Resolved cases at pre-COVID-19 levels in response to the Speedy Trial Act reinstatement and increased the number of diversion referrals.
  • Generating revenue for the county: Secured a $266 million award against Sam’s Club for failure to pay taxes on the sale of cigarettes and saved nearly $180 million for taxing districts within Cook County against commercial property challenges to assessments.
  • Providing unprecedented transparency: Improved communication by providing monthly memos with CCSAO data to over 300 elected officials across Cook County on their district, ward, or municipality.
  • Pioneering a COVID-19 vaccine policy to help keep our workforce and community healthy: Achieved 100% compliance with the CCSAO COVID-19 vaccination policy and provided it as a model for other prosecutorial offices across the country.
  • Working towards a more just criminal justice system: Advocated for the successful passage in Springfield of several legislative priorities to reform the criminal justice system, such as prohibiting the use of deceptive tactics by law enforcement during juvenile interrogations and expanding opportunities for expungement and resentencing.

In addition, a data memo of the CCSAO’s charging decisions, guilty convictions, and diversion referrals for adult felony cases in Chicago and Cook County during 2021 is available.
